Present: Commissioners Bill Lyons, Don Hosford, Fred Duckwall, and Sherry Bohn; from staff, David Harlan, Mike Doke, Linda Shames and Linda Hull; from public, Linda Maddox

President Bill Lyons called the special meeting to order at 12:20 p.m. for the purpose of a work session to continue discussion and revision of the annual strategic plan and to review and modify the 5-year capital plan. President Lyons stated that Commission consensus and agreement on points during this planning process would be reflected in changes to the Strategic Plan, which will be adopted at a regular meeting in the future. Lyons stated in the past the Commission had a fall strategic planning session with a spring planning session to formulate recommendations based on those strategies for capital project planning. The Commission agreed to go back to that strategic planning format this fall.

Overview: Executive Director David Harlan emphasized the importance of the planning process and that it normally takes many years of planning to develop sites. Harlan stated the development in the Port of The Dalles right now is a culmination of 15 years of work-making policy decisions, building infrastructure and obtaining funding based on those decisions.

Review and Modify Strategic Plan. President Lyons guided the Commission through the Strategic Plan, revising appropriate dates and action items. The Commission will review the updated draft and adopt it at a regular meeting.

Review and Modify the 2002-07 5-Year Capital Plan. Linda Shames reviewed the line items on the 5-Year Capital Plan and the Commission discussed timelines for the capital expenditures over the next five years. Shames will modify the plan and prepare it for the Budget adoption process.

The meeting was adjourned at 4:45 p.m.
