Marina Regulation Reminder (10/22/09)
Cold temps close marina water taps, bring power bills
Water to the marina slips is scheduled to be shut off for the winter the first week in November (and hoping there wont be a cold snap that would cause the shut off to occur earlier). Harsh weather can also be cause for the pump out being shut down to prevent damage. If this happens, and you know that youll need to use these services, with advance notice the maintenance crew can get it operational for your use. Please note that the maintenance department is back on their off season work schedule of 6:30 a.m. to 3:00 p.m., Monday through Friday.
November also means you could begin seeing a charge for electric use. Whether youre plugged in multiple days or a single day, the flat monthly rate for open slips is $20 per month from November through March. However, please try to plug in ONLY when necessary. As you know plug-ins are not assigned, and plug-ins are not available for every slip -- so please share, and please do not unplug another tenants cord.
One final note the Ports mailing address is 1000 E. Port Marina Drive. We no longer use the Post Office box.
Marina Regulations Reminder (07/01/09)
Reminders of the Marina Moorage Rules & Regulations from Summer 2009. Please make sure all family members are aware of these regulations. If youve misplaced your copy of the regulations, they can be found on the Ports website www.portofhoodriver.com under the Waterfront tab.
· Only the boat owned and insured by the tenant is allowed in the assigned slip. The guest dock is available for all other vessels. Dont jeopardize your Moorage Agreement by allowing someone else to use the slip, no matter how temporary the use. It simply is not allowed.
· Boats need to be moored in the slip assigned to the tenant per the Moorage Agreement.
· Accessory watercraft is permitted, as long as the placement does not interfere with the neighboring boat. Insurance requirements apply to the accessory watercraft. You can avoid a $25/month charge by keeping kayaks and canoes on the boat.
· Alteration of a slip is subject to prior approval by the Port.
· Parking in the moorage parking lot is not guaranteed. Please keep this in mind for the upcoming holiday weekend.
· Please keep main and finger walkways obstacle-free.
· Swimming, diving, fishing and fish cleaning is not permitted in the marina. This includes the guest dock AND the commercial overflow dock, which is signed no trespassing and no swimming,
· Tenants need to accompany children and guests at all times. Disorderly conduct by a tenant or their guest is cause for Moorage termination. Please do your part to maintain a family atmosphere at the Marina.
· Watercraft must be identified as required by law. Are your marine board tags current? Are they properly affixed to the vessel(s)?
· Please observe the no-wake zone.
· Subleasing is allowed, but the policy must be followed; a consequence is loss of moorage rights.
· Dogs do need to be on leash, even on the docks.
Carry-over Agreements began in 2008. Unless you are a new tenant, an agreement was not required in 2009. You are required, however, to keep your information current at all times; i.e. addresses, phone/cell numbers, emails, boat/insurance information, emergency contact information. This also applies to co-tenant information.
If you are coming into (or leaving) the Marina Park and find the gate closed, PLEASE close and lock the gate behind you. If you have used your gate key to unlock the restrooms, please relock the facility after use. It would be an unwelcome surprise, dont you think, to enter an unlocked restroom only to find a transient.
"Event Notices, Gate Reminder, and Dog Leash Requirement" (06/23/09)
The Marina Park closes at dusk. Too often the Marina Park gate has been found standing wide open. If you are coming into, or exiting, the Park after hours PLEASE lock the gate behind you. By leaving the gate wide open you are inviting overnight visitors to the park. And if you are using the showers, please be mindful of closing time.
I also ask that pet owners follow Marina regulations that require pets to be on leash at all times, including the docks. Once on board your vessel, the leash can be removed.
For those of you who will be visiting the Marina Park, there are two upcoming events that will have an impact on parking. This Saturday, June 27, Encore Performing Arts will be presenting two family interactive playsOther Mother Goose Stories. The performances will be at 11am and 1pm. The Park will be busy again the following Saturday, July 4. Meet your guests at the gate ramp and escort them out so that those entering the marina slips are tenants with guests. As you know, parking in the moorage lot is NOT guaranteed, and be patient with traffic volumes when leaving the Park.
"Citations & Warnings" (05/08/09 and 05/11/09)
Do you have identification on your vessel to indicate registration tags and decals are current? (This includes documented vessels as well.) If you don't you could find a warning or citation on the dockside window of your vessel. Effective January 1, 2007 Oregon law states that all vessel are required to show valid registration. Non-compliance can result in a $97 fine for having expired stickers, or a $97 fine for numbering violations (or both!). In a dock walk completed May 8, the Oregon State Marine Board Deputy could have issued over $4200 in citations. Thirty-nine (39) written warnings were given. If you are the recipient of a warning, you have until June 15 to comply or be subject to citation."Winter Watch" (12/11/2008)
Snow? Low temperatures? Its bound to happen, and when it does, you will need to plan on making frequent trips to the Marina to check on your boat or floatplane. If time allows, our maintenance department will walk the docks following periods of heavy rain or snowfall but they will not board the vessel unless its believed to be an emergency situation to prevent the watercraft from sinking (you would be notified if this situation did arise and time spent by our maintenance department to take preventive measures would be billed back to the tenant).The north end of C dock had a circuit breaker problem last weekend with the larger boats drawing so much power. The Port would like to ask for your help in the conservative use of heaters, pumps, etc. by plugging in items only when necessary. We do, however, realize that you have an investment to protect and the Port will help out by making nightly checks this winter to make sure the circuit breaker hasnt tripped again on the northern end of C dock. In general, the conservative use of the electrical outlets on all docks would be appreciated since the plug-ins are not assigned by slip number and outlets need to be shared by everyone.
ACCESSORY WATERCRAFT: Charges of $25 per accessory watercraft were posted to Tenant accounts in June. The invoices generated calls to the office because some of the Tenants that were charged were not the owners. Accessory watercraft such as dinghies, wave runners, kayaks, inflatables are allowed; however, the 2008 Marina Moorage Rules & Regulations require that accessory watercraft be identified with the owners slip number and that storage of the watercraft on main walkways and slip fingers is not permitted. If the watercraft can be secured ON the boat, monthly fees will not be assessed.
If future postings for accessory watercraft, which result from dock walks done on random days and times during the month, result in calls from Tenants stating they do not own the watercraft for which they were charged, the watercraft will be removed from the Marina and the owner will need to contact the Port office during business hours to claim the property and pay the monthly fee.
If you are interested in dry storage, you may want to consider contacting the Hood River Yacht Club (and if youre not a member, sign up!). They are now leasing the Ports former maintenance shop by the moorage restrooms. Dry storage space will be allocated on a first-come, first-serve basis.
